பள்ளிக் கல்வித் துறையை கண்டித்து சென்னையில் தலைமையாசிரியர்கள் ஆர்ப்பாட்டம்

அடிப்படை காரணமின்றி மேற்கொள்ளப்படும் பணிமாறுதல் நடவடிக்கைகளை கண்டித்து அரசுப்பள்ளி தலைமை ஆசிரியர்கள் சென்னையில் ஆர்ப்பாட்டத்தில் ஈடுபட்டனர்.

தமிழகத்தில் அரசுப் பள்ளிகளில் நேரடியாக ஆய்வு செய்ய அதிகாரிகளுக்கு பள்ளிக் கல்வித்துறை சமீபத்தில் உத்தரவிட்டிருந்தது. அந்த வகையில் துறை அதிகாரிகள் பள்ளிகளில் செய்த ஆய்வில் மாணவர் சேர்க்கையில் போலி கணக்கு காட்டிய தலைமை ஆசிரியர் ஒருவர் பணி இடைநீக்கம் செய்யப்பட்டார். இதேபோல், பள்ளிகளில் நடத்தப்பட்ட ஆன்மீக சொற்பொழிவு சர்ச்சையான விவகாரத்தில் 2 தலைமையாசிரியர்களும் பணியிட மாறுதல் செய்யப்பட்டனர். இத்தகைய தொடர் நடவடிக்கைகள் ஆசிரியர்கள் மத்தியில் பரபரப்பை ஏற்படுத்தியுள்ளது.

பள்ளிக்கல்வித் துறையின் சமீபத்திய பணி மாறுதல், இடைநீக்கம் ஆகிய நடவடிக்கைகளை கண்டித்து தமிழ்நாடு மேல்நிலைப் பள்ளி தலைமையாசிரியர் கழகம் சார்பில் சென்னை எழும்பூரில் உள்ள மாவட்ட முதன்மைக்  கல்வி அலுவலகம் முன்பு ஆர்ப்பாட்டம் நடைபெற்றது. இதில் அமைப்பின் மாநிலச் செயலாளர் (தனியார் பள்ளி) கே.வரதராஜன் தலைமையில் பலர் கலந்து கொண்டு அரசுக்கு எதிராக முழுக்கங்களை எழுப்பினர்.

தொடர்ந்து வரதராஜன் நிருபர்களிடம் கூறும்போது, “தலைமை ஆசிரியர்கள் மீது புகார்கள் வரும் போது உடனே நடவடிக்கை எடுக்கப்படுகிறது. நடவடிக்கைக்கு பின்னரே அதிகாரிகள் விளக்கத்தை கேட்டுப் பெறுகின்றனர். நிர்வாகச் சிரமங்களை கருத்தில் கொள்ளாமல், உரிய அடிப்படைக் காரணங்கள் இன்றி தலைமை ஆசிரியர்கள் மீது எடுக்கப்படும் நடவடிக்கையை பள்ளிக்கல்வித்துறை தொடரக்கூடாது” என்றார்.

தேசிய திறந்தநிலை பள்ளியில் வழங்கப்படும் 10, 12-ம் வகுப்பு சான்றிதழ்கள் அரசுப் பணி, பதவி உயர்வுக்கு தகுதியானவை” என தமிழக அரசின் பள்ளிக் கல்வித் துறை தெரிவித்துள்ளது. நம் நாட்டில் மத்திய கல்வி அமைச்சகத்தின் கீழ் இயங்கும் தேசிய திறந்தநிலை பள்ளி (NIOS- National Institute of Open Schooling) பள்ளிக் கல்வியை தொலைநிலை வழியில் பயிற்றுவித்து வருகிறது. இந்நிலையில், தேசிய திறந்தநிலை பள்ளி வழங்கும் 10, 12-ம் வகுப்பு சான்றிதழ்கள் அரசுப் பணி மற்றும் பதவி உயர்வுக்கு உகந்ததல்ல என்று பள்ளிக் கல்வித் துறை கடந்த டிசம்பர் 21-ம் தேதி அறிவிப்பு வெளியிட்டது.

இந்த அறிவிப்பானது அந்த பள்ளியில் படித்த மாணவர்கள் மத்தியில் கடும் அதிருப்தியை ஏற்படுத்தியது. இதை திரும்பப் பெற வேண்டும் என்று கோரிக்கைகள் வைக்கப்பட்டன. அதையேற்று தேசிய திறந்தநிலை பள்ளியில் வழங்கப்படும் 10, 12-ம் வகுப்பு சான்றிதழ்கள் அரசுப் பணி மற்றும் பதவி உயர்வுக்கு தகுதியானவை என்று பள்ளிக் கல்வித் துறை தற்போது அறிவித்துள்ளது.

இது தொடர்பாக பள்ளிக் கல்வித் துறை செயலர் சோ.மதுமதி வெளியிட்ட அரசாணை விவரம்: “மறுபரிசீலனை செய்ததில் தேசிய திறந்தநிலை பள்ளியில் 10, 12-ம் வகுப்பு தேர்வெழுதி பெறப்படும் தேர்ச்சி சான்றிதழ்கள், தமிழக பள்ளிக் கல்வித் துறை வழங்கும் 10, 12-ம் வகுப்பு சான்றிதழ்களுக்கு இணையானவை என்று ஏற்கப்படுகிறது. அதனால், தேசிய திறந்தநிலை பள்ளி தரும் 10, 12-ம் வகுப்பு சான்றிதழ்கள் அரசுப் பணி மற்றும் பதவி உயர்வுக்கு தகுதியானவையாகும். உயர்கல்வி, மனிதவள மேலாண்மைத் துறைகளின் ஒப்புதலுடன் இந்த உத்தரவு வெளியிடப்படுகிறது” என அதில் தெரிவிக்கப்பட்டுள்ளது.

பகுதி நேர ஆசிரியர்கள் பணி நிரந்தரம்.. அமைச்சர் அன்பில் மகேஷிடம் கோரிக்கை மனு!

தமிழக பள்ளிக் கல்வித் துறை அமைச்சர் அன்பில் மகேஷ் பொய்யாமொழியை சந்தித்து பல்வேறு ஆசிரியர்கள் மற்றும் பணியாளர் சங்கங்களை கோரிக்கை மனு கொடுத்தனர். தமிழக முதல்வர் மு.க.ஸ்டாலினிடம் அனைத்து சங்கங்களின் கோரிக்கையை கொடுத்து பரிந்துரை செய்வதாக அமைச்சர் அன்பில் மகேஷ் பொய்யாமொழி நம்பிக்கை தெரிவித்தார்.

இதில் பகுதி நேர ஆசிரியர்கள் கூட்டமைப்பு சார்பில் மாநில ஒருங்கிணைப்பாளர் எஸ்.செந்தில்குமார் தலைமையில் மாநில நிர்வாகிகள் தண்டபாணி, சித்ரா, கீதா, காயத்திரி, பாண்டியன், ராஜ்குமார் உள்ளிட்டோர் கலந்து கொண்டனர்.

திமுக தேர்தல் வாக்குறுதி 181ஐ நிறைவேற்றி 12 ஆயிரம் பகுதி நேர ஆசிரியர்களை முதல்வர் பணி நிரந்தரம் செய்ய வேண்டும் என வலியுறுத்தப்பட்டது. 13 ஆண்டுகளாக தற்போது ரூபாய் 12,500 தொகுப்பூதியத்தில் பகுதி நேர ஆசிரியர்கள் உடற்கல்வி, ஓவியம், தொழிற்கல்வி உள்ளிட்ட பாடங்களை மாணவர்களுக்கு கற்பித்து வருகின்றனர்.

இந்த 12 ஆயிரம் பகுதி நேர ஆசிரியர்கள் குடும்பங்கள் வாழ்வாதாரம் மேம்பட அவர்களின் வேலையை முறைப்படுத்தி காலமுறை சம்பளம் வழங்கி பணி நிரந்தரம் செய்ய வேண்டும் என்பதே அனைவரின் கோரிக்கையாக உள்ளது. விரைவில் இந்த கோரிக்கை நிறைவேற்றப்படும் என்ற எதிர்பார்ப்பில் உள்ளனர்.

தமிழக முதல்வர் மு.க.ஸ்டாலின் திமுகவின் தேர்தல் வாக்குறுதி 181இல் பகுதி நேர ஆசிரியர்களை பணி நிரந்தரம் செய்வதாக சொன்னதை நம்பி, 12 ஆயிரம் குடும்பங்கள் எதிர்பார்த்து விடியல் கிடைக்கும் என எதிர்பார்த்து காத்திருக்கின்றனர். நான்காவது ஆண்டில் முதல்வர் ஸ்டாலின் ஆட்சி செய்து கொண்டுள்ளார்.

திமுக தலைவராக தாம் கொடுத்த இந்த பணி நிரந்தரம் வாக்குறுதியை முதல்வர் ஸ்டாலின் அவர்கள் தான் நிறைவேற்ற ஆணையிட வேண்டும் எனவும், அமைச்சரவையைக் கூட்டி அரசு கொள்கை முடிவாக அறிவிக்க வேண்டும் எனவும் கோரிக்கை வைத்துள்ளனர்.

கடந்த 2012ஆம் ஆண்டு அரசுப் பள்ளிகளில் நியமித்த உடற்கல்வி, ஓவியம், கணினி, தையல், இசை, தோட்டக்கலை, கட்டிடக்கலை, வாழ்வியல் திறன் உள்ளிட்ட பாடங்களை நடத்தும் பகுதி நேர ஆசிரியர்கள் தற்போது வழங்கப்படும் 12,500 ரூபாய் என்ற சொற்ப சம்பளத்தோடு 14 கல்வியாண்டுகளாக தற்காலிகப் பணியில்தான் உள்ளனர். தற்காலிகமாக பணிபுரிவதை காலிப் பணியிடங்களாக்கி அவற்றை நிரந்தரப் படுத்தவேண்டும் என்று அவர்கள் கோரிக்கை வைத்துள்ளனர்

 அலுவலர்களுக்கு தொடக்கக் கல்வித் துறை உத்தரவிட்டுள்ளது. தமிழகத்தில் அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் பயிலும் மாணவர்களின் முழு விவரங்களும் கல்வி மேலாண்மை தகவல் முகமை (எமிஸ்) தளம் வழியாக சேகரிக்கப்பட்டு பள்ளிக்கல்வித் துறையால் பராமரிக்கப்பட்டு வருகின்றன. இந்தத் தளத்தில் உள்ள மாணவர் எண்ணிக்கை அடிப்படையில்தான் பாடநூல், மிதிவண்டி, காலணி, சீருடைகள் போன்ற பல்வேறு நலத்திட்ட உதவிகள் வழங்கப்பட்டு வருகின்றன. மேலும், பள்ளிக்கான பராமரிப்பு மானியமும் மாணவர்கள் அளவுக்கு ஏற்பவே ஒதுக்கப்பட்டு வருகிறது.

1.4 பாட ஆசிரியர்களின் பணிகள்

i. மாணவர்களின் பாடக் குறிப்பேடு, மதிப்பெண் பதிவேடு, மாணவர் முன்னேற்ற அறிக்கை, மாணவர் நன்னடத்தை பதிவேடு முதலான அனைத்தையும் முறையாகப் பராமரித்தல்.

ii. NMMS, TRUST, NTSE, NEET, JEE, CUET தேர்வுகளில் மாணவர்கள் ஆர்வமுடன் பங்கேற்று வெற்றி பெற ஊக்குவித்தல் மற்றும் பயிற்சியளித்தல்.

iii. தன் வகுப்பிற்கு வரும் பிற பாட ஆசிரியர்களிடமும் மாணவர்களைப் பற்றிக் கலந்தாலோசித்து அவர்களின் திட்டமிடுதல். முன்னேற்றத்திற்குத்

viii. சிறப்புக் கவனம் தேவைப்படும் மாணவர்களைக் இனம் கண்டறிந்து கற்றல் திறனை மேம்படுத்த இல்லம் தேடிக் கல்வித் (ITK) தன்னார்வலர்களை மாலை நேரங்களில் பயன்படுத்திக் கொள்ளல்.

ix. மாணவர் சேர்க்கை முடிவுற்றவுடன் சேர்க்கைப் பதிவேட்டில் விபரங்களைச் சரிபார்த்தல்.

X. சிறு இடைவேளை, உணவு இடைவேளை, உடற்கல்வி வகுப்பு நேரம் முடிந்தவுடன் மாணவர்கள் வகுப்பறைக்குள் செல்வதை உறுதி செய்தல்.

xi. தமது வகுப்பிற்கு வருகை புரிந்த மாணவர்கள் அனைவரும் வகுப்பு நேரம் முடிந்தபின் பள்ளியை விட்டு சென்று விட்டதை உறுதி செய்தல்.

xii. வகுப்பில் பாட கால அட்டவணை பாடத்திட்ட நகல் பராமரித்தலை உறுதி செய்தல்.

xiii. மாணவர்களின் தனித்திறன்களைக் கண்டறிந்து பயிற்சி அளித்தல், பாராட்டி ஊக்குவித்தல், திறமையை வெளிப்படுத்த வாய்ப்புகளை உருவாக்குதல்.

xiv. மீத்திறன் படைத்த ஊக்குவித்தல் மற்றும் மாணவர்களைக் கண்டறிந்து அவர்களை வழிகாட்டுதல்.

xvii. மாணவர்களின் விடுப்பு விண்ணப்பங்களைப் பரிசீலித்து அனுமதி வழங்குதல்.

i ஆசிரியர்கள் நற்செயல்பாடுகள் நடை, உடை, பாவணை தோற்றம் முதலியன ) மாணவர்களின் மனதில் பதியும்படி இருத்தல்

V. ஆசிரியர்கள் பாரபட்சமின்றி வகுப்பறையில் செயல்பட்டு அனைத்து மாணவர்களையும் தன்பால் ஈர்க்கும் திறன் பெற்றிருத்தல்.

vi. காலை வழிபாட்டுக் கூட்டம் நடத்துவதற்கு உடற்கல்வி ஆசிரியர்கள், வகுப்பு ஆசிரியர்கள் மற்றும் மாணவர் தலைவர் உறுதுணையாக இருத்தல்.

vii. காலைவழிபாட்டுக்கூட்டத்தில் நாள்தோறும் ஒரு ஆசிரியர் ஒழுக்கம் பற்றி தெளிவான கருத்தை கதை/நிகழ்வுகள் மூலம் வலியுறுத்தல்.

viii. பள்ளியில் நடைபெறும் அனைத்து நிகழ்வுகளுக்கும் தலைமையாசிரியரால் அமைக்கப்பட்ட குழுக்கள் குறிப்பிட்ட பணிகளுக்குப் பொறுப்பேற்றுக் கொள்ளுதல்.

தமிழ்நாடு அரசு பணியாளர் தேர்வாணையம் (டி.என்.பி.எஸ்.சி), அரசு துறைகளில் காலியாக உள்ள பணியிடங்களை குரூப்-1, குரூப்-2, குரூப்-4 உள்பட பல்வேறு போட்டித்தேர்வுகள் வாயிலாக நிரப்பி வருகிறது. அந்த வகையில், 2024-ம் ஆண்டில், உதவி ஆய்வாளர், துணை வணிகவரி அலுவலர், வனவர் உள்பட பல்வேறு குரூப்-2 பதவிகளில் 507 காலிப்பணியிடங்களும், உதவியாளர், கணக்கர், நேர்முக உதவியாளர் உள்பட பல்வேறு குரூப்-2ஏ பதவிகளில் ஆயிரத்து 820 காலிப்பணியிடங்கள் என மொத்தம் 2 ஆயிரத்து 327 காலிப்பணியிடங்கள் உள்ளன. இதற்கான போட்டித்தேர்வு அறிவிப்பை டி.என்.பி.எஸ்.சி கடந்த மாதம் (ஜூன்) 20-ம் தேதி வௌியிட்டது.

இந்த பணியிடங்களுக்கு ஆன்லைன் வாயிலாக 7 லட்சத்து 93 ஆயிரத்து 966 பேர் விண்ணப்பித்து இருக்கின்றனர். இவர்களுக்கான முதல்நிலைத் தேர்வு நாளை (சனிக்கிழமை) தமிழகத்தின் அனைத்து மாவட்டங்களிலும் உள்ள 2 ஆயிரத்து 763 தேர்வு மையங்களில் நடக்க இருக்கிறது.

கல்வித்தரத்தில் நாட்டிலேயே தமிழகம் சிறந்து விளங்குவதாக, மத்திய கல்வி

 அமைச்சர் பாராட்டியுள்ளதாக தமிழக அரசு பெருமிதம் தெரிவித்துள்ளது. இதுகுறித்து அரசு வெளியிட்டுள்ள

செய்திக்குறிப்பு:

அரசு பள்ளிகளின் கல்வித்திறனை மேம்படுத்த ரூ.1,086 கோடியில் 614 பள்ளிகளில் உட்கட்டமைப்பு வசதிகள் மேம்படுத்தும் பணிகள் நடைபெற்று வருகின்றன. ரூ.551.41 கோடியில் 28,794 பள்ளிகளில் திறன்மிகு வகுப்பறைகள் அமைக்கும் பணிகள் நடைபெற்று வருகின்றன. இதுதவிர, ரூ.436.74 கோடியில் உயர்நிலை, மேல்நிலைப்பள்ளிகளில் உயர் தொழில்நுட்ப ஆய்வகங்கள் அமைக்கப்பட்டு வருகின்றன.

முதல்வரின் காலை உணவுத்திட்டம் கடந்த 2022-ம் ஆண்டு மதுரையில் தொடங்கி வைக்கப்பட்டது. இத்திட்டத்தில் தற்போது அரசுமற்றும் அரசு உதவி பெறும் தொடக்கப்பள்ளிகளில் பயிலும் 20 லட்சத்துக்கும் மேற்பட்ட பள்ளிக்குழந்தைகள் பயன்பெறுகின்றனர்.

காட்டுப் பகுதிகளிலும் மலைப்பகுதிகளிலும் பள்ளிகளுக்குச் சென்று வரும் குழந்தைகளின் சிரமங்களை போக்க, போக்குவரத்து பாதுகாவலர்களுடன் வசதிகள் செய்யப்பட்டுள்ளது. அரசுப்பள்ளி மாணவர்களில் மாற்றுத்திறன் மாணவர்களை அடையாளம் காண ‘நலம் நாடி’ என்ற செயலி வடிவமைக்கப்பட்டுள்ளது.

‘நான் முதல்வன்’ திட்டத்தின் கீழ், 9 முதல் 12-ம் வகுப்பு வரை பயிலும் மாணவர்களுக்கு உயர்கல்வி தொழில் மற்றும் வேலைவாய்ப்புகள் குறித்து வழிகாட்டுதல்கள் வழங்கப்பட்டு, 10 லட்சம் மாணவர்கள் பயன் பெற்றுள்ளனர்.

தமிழக முதல்வர் திறனாய்வுத் தேர்வு மூலம், 11-ம் வகுப்பு பயிலும் 1,000 மாணவ மாணவியர் தேர்வு செய்யப்பட்டு ஊக்கத் தொகையாக மாதம் ரூ.1000 வீதம் இளநிலை பட்டப்படிப்பு வரை வழங்கப்படுகிறது.

கிராமப்புற மாணவ, மாணவியர் உரிய நேரத்தில் பள்ளி வந்து செல்ல வசதியாக, 3,44,144 பேருக்கு ரூ.165.84 கோடியில் இலவச சைக்கிள்கள் வழங்கப்பட்டுள்ளன. புதுமைப்பெண் மற்றும் தமிழ்ப்புதல்வன் திட்டங்களின் கீழ், 6 லட்சத்துக்கும் மேற்பட் மாணவ, மாணவியர் மாதம் ரூ.1,000 பெறுகின்றனர்.

டெல்லியில் கடந்த ஆக.13-ம்தேதி மத்திய கல்வித்துறை அமைச்சர் தர்மேந்திர பிரதான் வெளியிட்ட தேசிய கல்வி நிறுவனங்களுக்கான தரவரிசைப்பட்டியலில் இடம்பெற்றுள்ள செய்திகள் தமிழகத்தின் பெருமையை மேலும் உயர்த்தியுள்ளன.

அதாவது, தேசிய அளவில் தரவரிசைப்படுத்தப்பட்ட 926 கல்லூரிகளில் தமிழக கல்லூரிகள் மட்டும் 165. அதற்கு அடுத்த நிலைகளில் டெல்லியில் 88, மகாராஷ்டிரா - 80, கர்நாடகா - 78, உத்தரப்பிரதேசம் - 71, அசாம் - 15, மத்தியப்பிரதேசம், சண்டிகர், ஜார்க்கண்ட்,ஜம்மு-காஷ்மீர் ஆகிய மாநிலங்களில் தலா 12 கல்லூரிகள் என தரவரிசைப்படுத்தப்பட்டுள்ளன. இதன்மூலம், உயர்கல்வியில் தமிழகம் தலைசிறந்து விளங்குவது தெளிவாகிறது.

புதுமைப் பெண், தமிழ்ப் புதல்வன், நான் முதல்வன், திறன்மிகு வகுப்பறைகள், உயர்தொழில்நுட்ப ஆய்வகங்கள், காலை உணவு என பல்வேறு புதிய திட்டங்களை நடைமுறைப்படுத்தி வருவதால், அரசு பள்ளிகளுக்கு வரும் மாணவர்களின் எண்ணிக்கை உயர்ந்து, கல்வித்தரத்தில் நாட்டின் தலைசிறந்த மாநிலமாக தமிழகம் விளங்குகிறது. இவ்வாறு கூறப்பட்டுள்ளது.
