TNPSC தேர்வாணையம் இந்த ஆண்டுக்கான தேர்வு கால அட்டவணையை அண்மையில் வெளியிட்டது. அத்துடன் இதில் குரூப் 4 தேர்வுக்கான அறிவிப்பு இம்மாதத்தில் வெளியாகும் என்று அறிவிக்கப்பட்டது. அதன்படி இன்று குரூப் 4 தேர்வுக்கான அறிவிப்பு வெளியிடப்பட்டுள்ளது. தற்போது குரூப் 4 தேர்வு பற்றிய விவரங்களை விரிவாக பார்ப்போம்.
தமிழகத்தில் அரசு துறைகளில் காலிப்பணியிடங்களை நிரப்ப TNPSC தேர்வாணையம் போட்டி தேர்வுகளை நடத்தி வருகிறது. இதில் அரசு பதவிகளின் அடிப்படையில் குரூப் 1, குரூப் 2, குரூப் 3 மற்றும் குரூப் 4 உள்ளிட்ட பல்வேறு வகையான தேர்வுகள் நடைபெறுகிறது. இத்தேர்வுகளில் தேர்ச்சி பெறுபவர்கள் அரசின் துறைகளில் அவர்கள் பெற்ற மதிப்பெண்கள் அடிப்படையில் பதவிகளில் நியமிக்கப்படுகிறார்கள். மேலும் கொரோனா காரணமாக கடந்த 2 ஆண்டுகளாக அனைத்து போட்டித் தேர்வுகளும் நடத்தப்படவில்லை. தற்போது கொரோனா பரவல் குறைந்ததை தொடர்ந்து TNPSC இந்த ஆண்டுக்கான தேர்வு கால அட்டவணையை வெளியிட்டது.
மேலும் குரூப் 2 தேர்வு வருகிற மே 21ம் தேதி அன்று நடைபெறும் என்று தெரிவிக்கப்பட்டுள்ளது. அத்துடன் குரூப் 4 தேர்வுக்கான அறிவிப்பு இம்மாத இறுதிக்குள் வெளியாகும் என்றும் அறிவிக்கப்பட்டது. அதன்படி இன்று பல்லாயிரக்கணக்கான தேர்வர்கள் எதிர்பார்த்துக் கொண்டிருந்த குரூப் 4 தேர்வு பற்றிய அறிவிப்பை தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணைய தலைவர் கா. பாலசந்திரன் அறிவித்தார். அத்துடன் குரூப் 4 தேர்வில் தமிழ் தாளில் எடுக்க வேண்டிய குறைந்தபட்ச மதிப்பெண் பற்றியும் இவர் தெரிவித்துள்ளார்.
சென்னையில் இன்று செய்தியாளர்களை சந்தித்த TNPSCயின் தலைவர் கூறியதாவது, குரூப் 4 தேர்வு வருகிற ஜூலை 24ம் தேதி அன்று நடைபெறும் என்றும் இதில் 7,382 காலி பணியிடங்கள் உள்ளதாகவும் தெரிவித்துள்ளார். இதில் 81 பணியிடங்கள் விளையாட்டு கோட்டா மூலம் நிரப்ப உள்ளதாகவும், 274 கிராம நிர்வாக அதிகாரி பணியிடங்களுக்கு நிரப்ப உள்ளதாகவும் கூறியுள்ளார். மேலும் இத்தேர்வுக்கு நாளை முதல் விண்ணப்பிக்கலாம். அத்துடன் தமிழில் 150 மதிப்பெண்ணில் குறைந்தபட்சமாக 60 மதிப்பெண் எடுக்க வேண்டும் என்றும் அப்பொழுதுதான் அடுத்த தாள் மதிப்பிடப்படும் என்றும் கூறியுள்ளார்.

Introduction:
Women occupy almost all the major roles in society. Women’s achievements are remarkable in various fields. One of the achievements is the all-women Indian Navy who went round the world for 254 days all alone in a sailboat.
Navika Sagar Parikrama:
Navika Sagar Parikarma was a project, it was undertaken to empower women. It is initiated in the navy for Nari Sakthi. It depicts the Government of India’s thrust for women’s power. INSV stands for Indian Naval Ship Vessel. INSV Tarini is the second sailboat of the Indian Navy.
Sort of Training:
“Make in India”- sailing in INSV Tarini INSV Tarini has many special features. The boat had all facilities and encouraged eco-friendly resources. A crew of six army women was selected for a voyage. They were selected based on their skills. They started classroom courses. Later they were given hands-on training.
The time of the voyage:
The voyage aimed to showcase the “Make in India” initiative. The crew was skippered by It. Commander Vartika Joshi. The voyage started from Goa on 10 Sep. 2017. It returned to Goa on 21 May 2018 after 254 days. They faced unpredictable challenges during their expedition.
Conclusion:
They overcome all these challenges and completed their expedition. This voyage proved empowerment. They showed that they can do anything.
Moral: Women are the real architects of society

Indian Navy’s all-women adventure sailing crew, which aimed at several record-making I achievements with an ambitious circumnavigation of the globe, was in the capital to meet Prime Minister Narendra Modi and the top brass of the Navy, before it embarked on a voyage to circumnavigate earth.
The selection process was indeed not an easy one. In order to promote ocean sailing activities and to encourage women empowerment, the Indian Navy conceptualized this idea of the First Indian All Women Circumnavigation of the Globe. Out of the thirty women who had applied, six of them were shortlisted, based on the little survival skills they showcased. They were led by Lieutenant Commander Vartika Joshi.
These officers had done basic sail training courses at INWTC Mumbai followed by Navigation, Seamanship, Communication and Meteorology courses at various naval training schools at Kochi. After completion of theoretical courses, the officers sailed INSV Mhadei to Vizag for the International Fleet Review 2016 and thereafter to Mauritius and back.
Following that, they sailed the boat on a gruelling voyage to Cape Town in December. Lt. Commander Jamwal revealed that they were selected from different cadres and trained extensively for three-years where they learnt about navigation, communication, weather prediction and sailing.
The selected team was extensively mentored and trained by Dilip Donde, the first Indian to circumnavigate the globe from the Navy in the project ‘Sagar Parikrama’.Classroom courses were different from sailing outside.
So, they were given hands-on training, like, how to repair things and how to deal with emergencies, when the weather got rough. They underwent basic sail training courses in Mumbai at the Indian Naval Waterman ship Training Centre (INWTC), and at various schools in the southern naval base in Kochi.
They even sailed on INSV Mhadei to Mauritius (in 2016 and 2017) and back and also to Cape Town in December 2016. They were trained for almost three years to prepare for the voyage.

Man does change with time. According to Sanyal, Aditya was a boy who could never compete him in scholastic or non-scholastic activities. He was a liar and an envious personality. But, years later Aditya no longer is the same personality. He is more matured and responsible. His childish nature makes him feel guilty for stealing the medal that belonged to Sanyal.
Aditya now wanted to restore Sanyal, his lost happiness. Knowing about his financial constraints, he decides to give him the cost of the silver medal. He drives with a firm determination to his ancestral house. When he reaches, he rushes to the attic. Aditya gets on top of a packing case and pushes his hand inside the ventilator, upsetting a sparrow’s nest. However, he heaves a sigh of relief when he gets what he had been looking for. He goes straight to the Jeweller to determine the current rate of the medal in the market.
All these surely show a remarkable change in him. Even when Sanyal behaves rudely, Aditya is courteous and friendly. His only intention is penitence. He is so mature that he even understands and justifies the grievances Sanyal had in his heart. When Sanyal prefers the medal, without second thoughts he restores it to Sanyal whole-heartedly.

About Sanyal:
Sanyal was an intellectual student. Aditya couldn’t beat Sanyal. One day Sanyal got a medal for reciting the poem ‘Panraksha” by Tagore. Aditya was jealous. He asked for the medal from Sanyal and he did not return it. After 29 years, Sanyal lost his wife and only son the year before and stayed in kabiraj’s house.
Narrator’s visit:
The narrator and Aditya visited Aditya’s village after 29 years. They went to Nagen uncle’s tea shop. They met Sasanka Sanyal there. Sanyal began to recite the poem by Tagore. Aditya realised that the man was Sanyal. He sold the medal and bought 150 rupees.
Sanyal’s present life:
Sanyal with nobody to take care stayed in Kabiraj’s house. Now, Aditya went to Kabiraj’s house and asked for Sanyal. He met Sanyal and handed over Rs. 150 and he pardoned. But Sanyal refused to accept it. He asked for the medal.

'உணவே மருந்து மருந்தே உணவு" என்று வாழ்ந்தவர்கள் நம் முன்னோர்கள், ஒருவர் உட்கொள்ளும் உணவில் புரதம், கொழுப்பு, மாச்சத்து, கனிமங்கன், நுண்ணூட்டச் சத்துக்கள் சேர்ந்ததே சமச்சீர் உணவு. எனவே அளவறிந்து உண்ண வேண்டியது அவசியமாகும்.ருசிக்காக, சாப்பிடக் கூடாத பொருள்களைச் சாப்பிடுவதும் பசிக்காக அளவுக்கு மீறிச் சாப்பிடுவதும்தான் பிணிகளுக்குக் காரணம். சாதாரணமாக உண்ட உணவு செரிமானமாவதற்கு 4 மணிநேரம் ஆகிறது. பொதுவாகவே உணவை நன்றாக மென்று விழுங்க வேண்டும். இதனால் மாவுப்பொருள் செரிமானமாதற்கு உமிழ்நீர் சுரந்து உணவுடன் உட்செல்லும்.
வினாக்கள்:

44. (அ) அறிவுடைமை வாழ்வின் உயர்வுக்குத் துணைதிற்கும் என்பதை வள்ளுவம் வழிநின்று நிறுவுக.
அறிவுடைமை வாழ்வின் உயர்விற்கு துணை நிற்கும் :
”அறிவுற்றம் காக்கும் கருவி செறுவார்க்கும்
உள் அழிக்கல் ஆகா அரண்.”
அறிவானது உயிர்க்கு அழிவு வராமல் பாதுகாக்கும் கருவியாகும். மேலும் அறிவானது, பகைவரால் அழிக்க முடியாத பாதுகாப்பு அரணும் அதுவே ஆகும்.
“சென்ற இடத்தால் செலவிடா தீது ஒரீஇ
நன்றின்பால் உய்ப்பது அறிவு.”
மனத்தினை, அது போகும் போக்கில் போகவிடக் கூடாது. தீமையிலிருந்து விலக்கி நல்ல வழியில் செலுத்துவதே அறிவாகும்.
“எப்பொருள் யார்யார்வாய்க் கேட்பினும் அப்பொருள்
மெய்ப்பொருள் காண்ப தறிவு”
எந்தப் பொருளை யார் வாயிலாகக் கேட்டாலும் அந்தப் பொருளின் உண்மைத் தன்மையைக் கண்டறிவதே அறிவு ஆகும்.
“எவ்வது உறைவது உலகம் உலகத்தோடு
அவ்வது உறைவது அறிவு”
உலகம் எத்தகைய உயர்ந்த நெறியில் செல்கிறதோ அந்நெறியில் தாமும் உலகத்தாடு இணைந்து செல்வதே அறிவாகும்.
“எதிரதாக் காக்கும் அறிவினார்க்கு இல்லை
அதிர வருவதோர் நோய்”
பின்னால் வரப்போவதை முன்பே அறிந்து காத்துக் கொள்ளும் வல்லமை கொண்ட அறிவுடையவர்க்கு, அவர் நடுங்கும்படியாக வரக்கூடிய துன்பம் ஒன்றில்லை.
இறுதியாக, அறிவு பாதுகாப்புத் தரும் கருவி, நல்வழியில் செலுத்தக்கூடியது அறிவு, உண் மையைக் கண்டறிய உதவும் அறிவு, வருமுன் காப்பது அறிவு என்று மனித வாழ்வின் ஒவ்வொரு நிலையிலும் வாழ்க்கையின் உயர்வுக்குத் துணையாய் நிற்பது அறிவே என்பதை வள்ளுவன் வழியில் கண்டோம்.

முன்னுரை
வாழ்க்கையில் கடைப்பிடிக்க வேண்டிய நெறிமுறைகளை ஒருங்கே தொகுத்து மானுடத்திற்கு அளித்து மங்காப் புகழ்பெற்றவன் மாதானுபாங்கி. வள்ளுவனின் கோட்பாடுகளுள் யாதானும் ஒன்றைக் கடைப்பிடித்து ஒழுகினாலும் வையத்துள் வாழ்வாங்கு வாழலாம்.
அறிவுடைமை :
இந்த அதிகாரத்தில் அறிவானது ஒருவனுக்கு அழிவு வராமல் காக்கும் கருவி என்றும், பகைவராலும் அழிக்க முடியாத அரண் என்றும் வள்ளுவர் கூறுகிறார்.
மனதைப் போகும் போக்கில் விடாமல், தீமையிலிருந்து நம்மை விலக்குவதும் அறிவு ஆகும்.
ஒரு பொருளைப் பற்றி எவர் கூறக் கேட்டாலும் அப்பொருளின் உண்மைத் தன்மையை ஆராய்வதே அறிவு என்கிறார் வள்ளுவர்.
மன உறுதி வேண்டும் :
அதிகாரத்தில் ஒரு செயலைச் செய்ய எண்ணியவர் மனவுறுதியுடையவராக இருந்தால், எண்ணியவாறே நடக்கும் என்று மனதில் உறுதி வேண்டும் என்கிறார் வள்ளுவர்.
மன்னரைச் சார்ந்து ஒழுகுதல் என்னுமிடத்தில், நான் அரசரிடம் நட்பு கொண்டவன் என்று தகுதி அல்லாதவற்றைச் செய்தால் கேடு உண்டாகும் என்றும் நல்லது அல்லாதவற்றைச் செய்தல் துன்பம் என்று வள்ளுவர் கண்டிக்கிறார்.
உட்பகை என்ற நிலையில் வெளிப்படையாகத் துன்பம் செய்பவரை விட உறவு போல் நடித்து உட்பகையாடுவார் தொடர்புக்கு அஞ்ச வேண்டும் என்று தெளிவுப்படுத்துகிறார் வள்ளுவர்.
கள்உண்ணாமையைக் கூறும் போது கள் உண்பவர் நஞ்சு உண்பரே என்றும் கள் உண் பவனைத் திருத்துவது என்பது நீரில் மூழ்கியவனைத் தீப்பந்தம் கொண்டு தேடுவது போன்றதாகும் என்கிறார் வள்ளுவர்.
இறுதியாக ஒரு மனிதன், பின்னால் வரப்போவதை முன்னால் அறியக்கூடிய அறிவுடையவனாகவும், சிற்றினம் சேராமலும் திண்ணிய மனமுடையவராகவும், தீயில் குளிர் காய்பவர் போல மன்னனோடு சார்ந்திருக்க வேண்டும் என்றும், உட்பகை இன்றி, கள்ளுண் ணாமலும் வாழ்வதே வாழ்க்கை என்று வள்ளுவர் நம்மை வழிப்படுத்துகிறார்.

கவிதை :
சொல்லைச் சிறந்த முறையில் தேர்வு செய்து எதுகை மோனை அமைத்து எழுத வேண்டும்.
அடியளவு தெரிந்து கவிதை எழுத வேண்டும்.
சொற்களை அதற்குரிய இடங்களில் பொருத்தி வைத்து கவிதையினை உருவாக்குதல் வேண்டும்.
கவிதைக்குரிய உறுப்புகள் :
எழுத்துகளைக் கொண்டு சிறந்த அசைகளை உருவாக்குதல் வேண்டும்.
அசைகளைக் கொண்டு சீர்களை உருவாக்குதல் வேண்டும்.
சீர்களை முறையாக உருவாக்கினோம் என்றால் இரண்டு சீர்களுக்கு இடையே தளைகள் உருவாகும். தளைகளை அந்தந்தந்த பாவுக்குரிய முறைப்படி அமைத்தால் கவிதையில் பிழைகள் தோன்றாது. தளைகள் ஒன்றாகச் சேர்ந்தால் அடிகள் உருவாகும்.
இளமைத் அடிகளை ஒன்றன் கீழ் ஒன்றாக அடுக்கி வைத்தோம் என்றால் தொடைகள் தோன்றும்.
அதிக அளவில் சிறந்த தொடைகள் அமைந்து கவிதை வரிகள் இருந்தால் அது சிறந்த கவிதையாக இருக்கும்.
சிறந்த கவிதை :
(i) கவிதைக்குரிய உறுப்புகளை வைத்துக் கவிதை எழுதும் போது, கவிதையின் உறுப்பாகிய சீர்களில் மாச்சீர், விளச்சீர் வரும்படி எழுதினால் பாடல்களிலும் தேமா, புளிமா காய்க்கும்.
(ii) தவறாக சீர்கள் அமைந்தால் பாடல் தவறாக மாறிவரும்.
(iii) செடியில் பூத்தப் பூவில் உள்ள தேனைக் குடிக்க வண்டுகள் தேடி வருவது போல, சிறப்புடன் எழுதிய புலவரின் பாடல் வரிகளில் எப்போதும் புகழ் தங்கும். . இவைகளை அறிந்து கொண்டு கவிதை எழுத வேண்டுமென்று கவிஞர் சுரதா கூறுகிறார்.
45. (அ) பண்டைக் காலக் கல்வி முறையில் ஆசிரியர் மாணவர்களுக்கிடையே நிகழ்ந்த கற்றல், கற்பித்தல் முறைகளைத் தொகுத்தெழுதுக.
(i) பண்டைக்காலத்தில் ஆசிரியர்களிடையே மிகுந்த உறவுமுறை இருந்தது. ஆசிரியரை உபாத்தியார் என்றனர். உபாத்தியாரைக் கணக்காயர் என்பர். உபாத்தியாயருடைய வீடே குருகுலமாக இருந்தது.
(ii) ஊர்தோறும் பொதுவாக இடத்தில் மேடை அமைக்கப்பட்டிருக்கும். அம்மேடையை மன்றம் என்றும் அம்பலம் என்றும் கூறுவர். மன்றம் என்பது மரத்தடியில் உள்ள திண்ணை . அதுதான் : பிறகு திண்ணைப் பள்ளிக்கூடமாக மாறியது. மரத்தடிப் பள்ளிகள் நாளடைவில் குடிசைப் பள்ளியாக மாறியது.
(iii) பெற்றோர்கள் ஐந்து வயதில் பிள்ளைகளை ஆசிரியரிடம் ஒப்படைத்தனர். ஒரு நல்ல நாளில் ஏட்டின் மீது மஞ்சள் பூசி பையனிடம் கொடுப்பர். உபாத்தியார் நெடுங்கணக்கைச் சொல்ல மாணவன் அதைப் பின்பற்றிச் சொல்வான். இப்படி மாணாக்கர்கள் பலர் சேர்ந்து சொல்வதை ‘முறை வைப்பது’ என்பர்.
(iv) சுவடியில் எழுத்துகள் தெளிவாகத் தெரிய மஞ்சள், மணத்தக்காளிச் சாறு, மாவிலைக் கரி, தர்ப்பைக் கரி தடவுவர். உபாத்தியாயர் மாணவர்களை முதலில் மணலில் எழுதிப் பழக்குவர். உபாத்தியாயர் எழுதியதின்மேல் மாணவர்கள் எழுதி எழுதிப் பயிற்சி பெறுவர்.
(v) எழுத்துகள் ஒன்றோடு ஒன்று ஒட்டாமல், வரிகோணாமல் பழைய காலத்தில் எழுதும் முறையைக் கற்றுக் கொடுத்தனர். புள்ளி, கால், கொம்பு, விலங்கு முதலியவை வரியெழுத்தின் உறுப்புகளாகும். இதனை முறையாகக் கற்றுக் கொடுத்தனர்.
(vi) மனனம் செய்யும் முறையைச் சொல்லிக் கொடுத்தனர். மாணாக்கர்கள் அதிக முயற்சி எடுத்து மனனம் செய்தனர்.
(vii) தமிழில் நிகண்டு, நன்னூல், காரிகை, தண்டியலங்காரம், நீதி நூல்கள் முதலியவற்றையும் ஆத்திசூடி, கொன்றைவேந்தன் முதலிய அகராதி வரிசையில் அமைந்த நூற்களை மனப்பாடம் செய்ய வைப்பதன் மூலமாகக் கற்றுக் கொடுத்தனர்.
(viii) கணிதத்தில் கீழ்வாயிலக்கம், மேல்வாயிலக்கம், குழிமாற்று முதலிய பலவகை வாய்பாடுகள் மூ லம் கற்பித்தல் நடைபெற்றது. எல்லோரும் ஒன்றாகக் கூடி கேள்விகள் கேட்டும் விடைகூறியும் கற்றுவரும் முறையும் இருந்தது. சுவடியில் எழுத்துகளை எழுதும் முறையும், கற்றுக்கொடுத்தனர்.
(ix) ஆசிரியர்கள் மாணக்கர்களை அன்பினால் வழி நடத்தி வந்தார்கள். கற்றல் கற்பித்தல் முக்கியமாக விளங்கியவாதம் செய்யும் கற்றல் முறையும் இருந்தது. அரசவையில் கூடவாது புரியும் அளவிற்குக் :கற்றல் முறைகள் இருந்தன. பள்ளிக்கூடத்தில் மாணாக்கர்கள் நூல் பயிலும் இயல்பை நன்னூல் நூற்பா இவ்வாறு கூறும்.
“வினாதல் வினாயவை விடுத்தல் என்றிவை
கடனாக் கொளினே மடநனி இகக்கும்” – நன்னூல் 41
(x) ஞாபகசக்தியை வளர்க்க தினமும் பூ, மிருகம், பட்சி, ஊர் இவற்றின் பெயர்களில் வகைக்கு ஒவ்வொன்றை ஆசிரியர் சொல்லி அனுப்ப மாணாக்கர் அந்தப் பெயர்களை மறுநாள் மறவாமல் வந்து சொன்னார்கள்.
(xi) இவ்வாறு, மாணவர்களின் எல்லாத் திறமைகளையும் வளர்க்கும் விதமாக கற்பித்தல் இருந்தது. : மாணவர்களும் தங்களின் அறிவினை வளர்க்கும் விதமாகக் கற்றனர்.
